What the housing data shows. The Census Bureau counts 48,149 housing units in Idaho classified for seasonal, recreational, or occasional use, which works out to about 6.2% of every housing unit in the state. That category is the closest thing public data has to a count of second homes.

Several Idaho resort areas include units that look like condominiums but function as hotel rooms: front desk check-in, housekeeping, a central reservation system, and mandatory participation in a rental pool. Those characteristics matter to a lender, and they collide with the second home definition, which requires the borrower's exclusive control and no agreement giving a management firm control over occupancy. Well, septic and private roads outside town

A large share of the Idaho lake and mountain stock sits on private water and septic systems and on roads maintained by an association or by nobody in particular.
