Access, water and winter

Cabin property outside the towns commonly sits on a private road, on a well and on a septic system, and some of it is genuinely hard to reach in winter. Fannie Mae requires a second home to be suitable for year-round occupancy, so the questions worth asking before an offer are who maintains the road, whether the water supply runs through the winter, and whether the heating system is permanent.
