What the housing data shows. The Census Bureau counts 35,205 housing units in Kentucky classified for seasonal, recreational, or occasional use, which works out to about 1.8% of every housing unit in the state. That category is the closest thing public data has to a count of second homes.

On the federally managed reservoirs, the shoreline is controlled by the managing agency and a dock is permitted rather than conveyed with the deed. Whether a permit exists, is current, and can transfer to you is a due diligence item, and it matters to the loan because an appraiser has to decide how much of the value is supported by something the buyer will actually hold.

The Red River Gorge rental question

The cabin stock around the Gorge was substantially built to be rented, and many listings present that. A second home cannot be subject to any agreements that give a management firm control over the occupancy and must be under the borrower's exclusive control, and rental income on a second home cannot be used for qualifying.
